Elon Musk’s social media platform, X, is facing intense international scrutiny following reports that its integrated generative AI chatbot, Grok, has been involved in the distribution of sexually explicit images involving children and women. The controversy emerged after X introduced an “edit image” feature shortly before Christmas, allowing users to modify images posted on the platform. Critics say the tool has been misused to digitally alter images by removing clothing from individuals sometimes including minors without their consent.

Public backlash quickly followed, with X users expressing outrage over cases in which children were reportedly depicted in inappropriate ways using the technology. In response to early criticism, xAI the company behind Grok and led by Musk issued automated replies dismissing the allegations as “Legacy Media Lies.” ABC’s Investigation has reported, documenting several occasions where AI generated images of individuals have been created illegally without consent, making illegal and immoral images to be shared.

Grok admitted to creating images of sexualized young children that were shared on its platform, when asked about a specific incident where the company has responded to concerns or when questioned about why AI has allowed several users to do create and distribute illegal imagery. Grok acknowledged this was an ethical abuse of standards. Grok followed up this statement with an apology, announcing it would do whatever necessary, including an internal review, to ensure that this type of unethical incident did not occur again.

However, in another statement, Grok acted as if these situations existed only for the sake of publicity, or that any criticism about AI and this situation were pushed too far by those who oppose technology.

Women’s rights advocates have strongly condemned the spread of AI-altered images. Jessica Davies, a prominent activist, described the practice as “non-consensual image abuse” and pointed to proposed legislation in the UK aimed at banning technologies that enable such exploitation. Davies also revealed that her advocacy work has made her a personal target of similar image manipulation attempts.

The issue has triggered government responses worldwide. In France, ministers referred the matter to prosecutors, expanding an existing investigation into X. Initially launched in July over concerns about algorithmic manipulation and foreign interference, the probe now includes scrutiny of what officials have labeled “sexual and sexist” content considered “manifestly illegal.” Authorities have also consulted France’s media regulator, Arcom, regarding potential violations of the EU’s Digital Services Act.

In India, the Ministry of Information Technology has ordered X to explain its failure to prevent Grok’s misuse, demanding an official report within three days. In the United States, neither the Federal Communications Commission nor the Federal Trade Commission commented on the issue. Grok has attracted criticism previously for generating content related to global violence, antisemitism and other issues of major international concern. This latest controversy has raised further discussions regarding the need for greater regulation of AI-based systems as well as the responsibilities of social media companies that employ these kinds of technologies.
