KYIV, Ukraine - Ukraine is planning to shift its focus in artificial intelligence toward developing and deploying AI models that run solely on domestic infrastructure, away from reliance on cloud-based solutions that could be controlled by external entities. The country aims to ensure operational continuity and digital autonomy amidst its ongoing conflict with Russia.
The Ukrainian Ministry of Digital Transformation intends to prioritize AI models that operate independently on local servers, rather than those that can be remotely restricted or shut down by their developers, according to Roman Kyslyi, Ukraine’s Chief AI Officer. This strategic pivot underscores the nation’s commitment to strengthening its digital sovereignty during wartime.
The drive toward self-hosted AI is largely motivated by concerns over the continuous availability of services.
Across government agencies, businesses, and the military, artificial intelligence has become integral for an expanding array of functions, including public digital services, document processing, cybersecurity, logistics, intelligence analysis, and battlefield support. Entrusting such critical functions to externally managed AI platforms carries inherent risks of access being compromised by changing policies, commercial decisions, or geopolitical developments.
Ukraine’s recent experiences with cloud-hosted AI have brought these risks into sharper focus. While the country’s Diia digital government platform currently utilizes Google’s cloud-only Gemini model for some AI functionalities (with personal data anonymized prior to processing), officials argue that greater control over AI infrastructure is vital for long-term resilience.
In furtherance of this policy, Ukraine is in the process of developing a national AI model with the support of telecom operator Kyivstar, utilizing Google’s open-weight Gemma model as its foundation. The model is anticipated to begin beta testing later this year and is designed to serve a wide range of government, business, and defense applications.
Officials were keen to stress that the government’s approach to AI deployment is technology-neutral. Rather than favoring AI systems based on their origin, Ukraine’s objective is to identify models that can be efficiently and effectively deployed and managed locally, independent of continuous dependence on external cloud services. Open-weight models, such as Gemma and Mistral, have demonstrated performance capabilities that are deemed sufficient by officials for many mission-critical operations.
The Ukrainian initiative reflects a global trend towards the concept of “AI sovereignty.” Many nations are actively seeking to gain increased control over their AI infrastructure, especially for sensitive sectors such as national security, healthcare, finance, and public administration.
